How do I format the ratehighprecision field as a percent?

I have tried the following:

0.3152 = works, but it is 0.3152 not 31.52%

31.52 = works, but it’s not 31.52%

0.3152% = does not work, invalid number or percent

31.52% = does not work, invalid number or percent

I have used N/format (format.format) function with format.Type.RATEHIGHPRECISION and format.Type.PERCENT and still having issues.

Any help will be very much appreciated.
