I want to deploy a script anytime an item’s quantity available changes. Is this possible without creating a script that will deploy on every transaction type that can affect inventory?

No it is not – you must monitor every possible transaction type.

An alternative is to create a daily scheduled script that monitors overall inventory change. Simpler to produce if you are not too concerned about the exact timing of your scripted event.
