As far as I know, when a sandbox account is refreshed, the production account is copied into the sandbox account thereby deleting whatever data was previously in sandbox. So that means that in your example, the bundle that you created in sandbox will be overwritten.

TDavidsonTo add information here, it also deletes any versions of bundles copied to the repository.
I will be filing an enhancement request today to have them maintained, as at present it is not possible to develop in the SB, perform a clean test of the bundle in a refreshed sandbox before pushing into a live account.
One area I will check into is to see if it is possible to copy the bundle to a different account rather than install it, as see if that opens up any other options for a proper dev, test, production type environment.

Info on copying the bundles. Unfortunately it does not provide a suitable solution
The copy action is available only for customization bundles. You cannot copy or deprecate configuration bundles.
You cannot create a copy of the bundle in the same account where it is currently located (the source account). Each copy must be made to a different account.
You cannot create more than one copy in any account. When you copy a bundle to an account where it has been previously copied, the existing copy is updated.
You can copy a bundle from a sandbox account to another sandbox account, or from a production account to another production account. You cannot copy a bundle between a sandbox account and a production account.
You cannot copy a bundle to an account where it has been previously installed, and you cannot install a bundle in an account where it has been previously copied. For bundles that are copies of copies, this limitation extends to any bundles that have a common ancestor, based on tracking of the full ancestral path of each bundle.
It appears the only solution for a true Dev, Test, Release strategy is to purchase more than one sandbox.

All the above is true. It would be MONDO awesome of Netsuite to allow the for the import of Bundles from Sandbox to Production. Not likely to happen soon though.
This is one of the flaws of the Sandbox for organizations that are scaling given the high cost of Sandbox. Repeating all the work to create bundles in Sandbox is tiresome and wasteful.
